Yeah it's an interesting algorithm but it doesn't work. The best algorithm would like be to run computer aided simulations of all the points which do not have an exit. Basically if a point has a lower point next to it or a lower point that is connected to it by points of equal level, then that point has an exit. You can do this with a depth first search basically. Starting with all the points which have a lower point next to it and the working up in elevation checking for connecting flat zones. The remaining areas will be zones where water drains to but not away from and those points are where you put your drains.
